  1. I would have thought that “providing a decent public transport system” would be an effective option for removing cars from cities, but apparently not

  2. @Herned the measures seem to imply a quality transport network is already in place (which given the examples quoted, is largely true). Also implicit in “transport planning” solutions listed is some element of multimodal approach, although that is not as commonly available (even in London the fare scheme does not encourage mixing bus and other modes in one trip when using PAYG, there is a cost penalty to do so especially in outer zones).

    What they don’t propose is a “guaranteed ride home” scheme, which has been effective in some cities that have less comprehensive transit, and encouraging value priced demand responsive transport to fill in gaps in regular transit services (in a multimodal way).
