First, lets make sure ALL road ( And I mean “Road” as opposed to “Pavement” users have working lights that are ON after dark, yes?
I frequently use my (electric) bike after dark & the number of other cyclists that I see, with no lights at all is truly scary.
This needs enforcing first, as a matter of practical safety
