The New York Times article is worth a read.
To some extent it represents the perspective of the author (Erika Solomon) who seems to be a recent recruit to the New York Times and is based in Berlin but the points are valid.
What doesn’t come out of the article is the “why” of the seperation of national rail systems in the EU.
I suspect history and the differences in systems (electrification, guage etc.) are the fundamental reasons as well as (to some degree) limited demand.
I had a look at train travel between Portugal and Spain once and that seemed very limited and an attempt to travel from Spain to France was scuppered because the French trains were on strike but I think if the author had spoken more to Mark Smith (Seat61) there might have been a more positive tone.
