The cycle hanger article (and associated comments) don’t mention a significant risk: Vandalism of the hanger, and theft of boke from hanger. There are already some reports of locked hangers being opened with a battery angle grinder and then the bikes stolen (angel grinder used to saw the locks/chains on the bikes).
Because the hangers are out in the open, but not always overlooked (especially late at night) this is a significant problem,
Storage inside the property (on a wall mounted hook or ceiling mounted hoist) will be a better option for many–social tenure housing should come which these options as standard or as permitted without incurring an end of rental damage charge, and change in law also to permit installation by default/on demand without impacting tenancy deposit.
