Centre for London seem not to have understood that the biggest barrier to more international train services using the Channel Tunnel is the Home Office. A combination of Border Force refusing to check passports on the train and being very unwilling to set up new clearance sites in Europe, and security services insisting that channel tunnel services should have their own dedicated platforms at every station, and both refusing to allow passengers onto channel tunnel routed trains who are not going to or from the UK (or allowing domestic only passengers to use international trains within the UK) just about kills any hope of international trains with a good business case.
