The Centre For London article is excellent and describes the predicament around TfL and public transport in London extremely well. In earlier times I guess we would have seen a similar article on LR.
The situation comes down to the contradiction that London has the best public transport in the country, but only because it has paid for it and had a “guiding mind” in the form of TfL. The city has benefited massively from this and clearly other cities, particularly in the North want to have those two things as well. However the government seems to be very reluctant to give this to them, but doesn’t want to be seen to favour London, resulting in the insane situation where TfL could be crippled by funding issues, whilst being lauded as the future model of public transport across the UK.
In an ideal world, a funding settlement would be reached with TfL, while simultaneously other cities would be able to invest in their own networks and receive the funding and powers to do so. But sadly this seems unlikely in the current climate.
