In the 10 proposals article, I don’t understand what it means by “reinstatement of the Abbey line between St Albans Abbey and Watford Junction”. The word “reinstatement” is odd in this context, as the line continues in regular passenger operation, with services generally at roughly 45 min intervals.
There have been all sorts of ideas about it from time to time – converting it to light rail, converting it to a guided busway, reinstating a passing loop so it can run a more frequent clockface service, reinstating a former connection into the mainline so that it can run through services, etc. All of these have been rejected to date, generally on the grounds they cost far more money than any funder would be willing to contribute.
So any idea what particular thing they are intending to look at when they talk about “reinstatement” here?

The article to which Mike links has the full story, and is well explained. Just in case there is someone who does not wish to read that article, though, the proposed reinstatement is of the Bricket Wood loop, to enable a half-hourly service. Interesting details also about the proposed lengthened single platform.
A platform arrangement like that already exists in Penryn, Cornwall.
(When I read the description of the platform, I was pretty sure I’d seen such an idea before. I had no idea what search terms to use to find it, luckily somebody put a picture on the Wikipedia page on passing loops at https://en.wikipedia.org/wiki/Passing_loop.)
